Home Energy Saving Scheme
From 8th June 2010, a Building Energy Rating (BER) is to be an integral part of all grant applications under the Home Energy Saving scheme, whereby homeowners must undertake a BER on their home after grant aided works have been completed. This will give homeowners a thorough and objective assessment of the energy performance of their home following upgrade works, including a rating on an A-G scale. The first such BER assessment will attract grant aid of €100. SEAI has also developed a smart online Home Energy Self Survey to help homeowners decide which upgrade works might be most suitable for their home.
The types of measures currently eligible under this scheme are roof insulation, wall insulation, high efficiency boilers and heating control upgrades.
The scheme is aimed at older houses that would not typically have the energy efficiency features of recently built homes. The scheme is open to all houses built prior to 2006.
The energy efficiency/insulation program consists of a number of grant schemes:
1) The Home Energy Saving Scheme (private middle income homes) - €50 million
2) Warmer Homes Scheme and Local Authority housing (low income private homes and rented local authority housing) - €50 million
Type of Improvements covered
Grants to support a range of energy efficiency improvements are available, and the following areas are covered:
Roof Insulation
Wall Insulation - this includes either cavity wall, internal dry lining or external insulation
Replacement High Efficiency (> 90%) Gas or Oil fired Boilers with Heating Controls Upgrade
Heating Controls Upgrade
Building Energy Rating (BER) - you can get a grant for a BER if one is done before and after the works are completed
Homeowners are advised to seek professional advice on which option is most suitable for their home.
Grant Amounts
Grants are fixed for each type of measure as indicated in the table below. Grant approval must be in place before any purchase of materials or commencement of improvement is undertaken.
The grants are paid after the improvements are completed and the contractor has been paid by the homeowner.

* Please note that while you are entitled to apply for each improvement there is a minimum requirement. The grant amount in the first application must be €500 or greater. The BER grant cannot form part of this €500 amount.
Who can do the work?
In accordance with the scheme's Terms and Conditions, all works must be completed by a contractor from SEAI's Registered List which is published on their website.
If undertaking a BER, these must be completed by a registered BER assessor. A list of registered assessors is available on the SEAI website.
The Warmer Homes Scheme (low income or for those on a social welfare allowance):
The Warmer Homes Scheme is part of the Low Income Housing Programme, administered by SEAI. The Scheme was introduced in 2002 and provides funding, through community based organisations, to those on low income, for the installation of energy efficiency measures in their homes.
There are currently twenty community based organisations involved in the Scheme. Applicants should see the SEAI website (www.seai.ie) for further detail on how to apply to community groups involved.
